A Sister State Program is not just a Government to Government program but meant to be a People to People Program between the states that declaring themselves as sisters. The program becomes successful only when there is people participation.   MASSIWE relies on an extensive structure of representative committees and volunteers for each sister state. The Sister State committees should draw upon the expertise of individuals, educational institutions, businesses, and other organizations across Sikkim and Maryland. These committees should form a powerful network both home and abroad, fostering public and private partnerships for both socio-political and economic growth.
We firmly believe the environmental issues cannot be addressed without extensive public participation, but people need to be informed before they can get involved.
